It probably makes a tad bit of difference whether you're paddling a sit-on or sit-in. Obviously a sit-in gives you a bit more protection from the elements. I wear a splash jacket and splash pants to keep the drips and spray off. Any decent kayak shop or an outdoors store like the Great Outdoor Provision Co. should stock them. Some folks will get by wearing rain gear as a substitute for the splash/paddle gear. Keeping the feet dry can be an issue during the launch. I wear neoprene kayak boots that are calf high. Some folks use Neos Overshoes. A good online source for a lot of these goodies is NRS.com. campmor.com is another source worth checking out.

Keep in mind that kayaks were invented by inuit people to hunt along the ice pack. I'd say with proper layering and moisture proofing if it's liquid it can be paddled.
